The Leadership and Management Centre officially functioned on 12 September 2011 and marked the complete pillars of Defence Academy Royal Brunei Armed Forces. Its primary output is the Junior Staff Course with the aim to develop officers at the rank of Captain in their knowledge; skills and attitude that they will need to meet their responsibilities as general staff officers.  This course was previously conducted by the Officers Development Wing at the Training Institute. With the establishment of the Leadership and Management Centre at Defence Academy, the Officers Development Wing at the Training Institute was dissolved.

The Junior Staff Course a career course and is a requirement for substantive promotion to Major.  The course is international and attracts attendees from around the region including China. When the first course conducted in 2005, it was primarily aimed at RBAF officers only. Now of the 20 students attending 4-7 will be internationals. The 14 weeks course is structured into three phases or terms, Phase 1 focus on the Staff Duties. Phase 2 is the Strategic Phase and Phase 3 is the Operationally Planning Phase. Included in the programme is an overseas staff ride. The course will run once or twice a year depending on demand.

Apart from the Junior Staff Course the Leadership and Management Centre conducts Lieutenant to Captain Promotion Exam Phase III (Written), Writing Skills Course as well as other Leadership and Management Workshops.
